Housing grants are usually given out to agencies first. States sometimes have specific programs for their residents and these differ from state to state.
It takes time to locate the agencies that have money to allot for grants, find what grants they may offer, verify requirements and apply to the programs. A few places to start looking for housing grants for single mothers are:

To participate in the Department of Housing and Urban Development (HUD) grant program, one has to register at grants.gov. The HUD grant program only awards grants to organizations or groups that provide different types of housing assistance to individuals. Thus, this is just a first step to determine who is getting the money and where you might be able to apply.

This catalog of available grants is online and easily searchable for specific grants. Reading the grants can be tedious, but there is a section on eligibility that should be read first to see whether individuals are eligible to apply for the grant or if you have to be part of a group or organization.
Freddie Mac and Fannie Mae
These foundations provide numerous grants to organizations but not to individuals. They publish a list of grantees and amounts which might be helpful in determining where the money is going and where one might find programs made available for housing grants for single mothers.
